BURGES SALMON LLP Children and Vulnerable Adults How we can help you We have experience acting for the Department for Education on complex Children’s Services intervention projects, and over the last eight years we have supported the Department for Education with its Statutory Interventions in Doncaster, Slough, Sandwell and Northamptonshire. On these projects, we provide the full range of legal support to both the Department for Education and the new companies/trusts that are set-up to improve the services. We have also supported on the Local Authority side of these intervention projects, having acted for Sunderland, Reading and Birmingham (and the wholly-owned children’s services companies set up as part of these interventions) on their Children’s Services transformation projects. Our team therefore has an excellent understanding of the current challenges being faced within the Children’s Services sector and the social, financial and political agendas driving reform. Our experience extends to advising on complex Alternative Delivery Models in this sector, where we have advised, for example, on the restructuring of Achieving for Children (a joint Local Authority Children’s Services’ company) and on Birmingham’s Regional Adoption Agency services competitive procurement. Case studies Higher Education Advising Babcock Training Limited on the contractual arrangements necessary to enter into a partnership with the Metropolitan Police Service as lead provider of the delivery of new recruit training and assessment through two new Level 6 qualifications (a three year degree level apprenticeship and a two year diploma in policing for those who already hold a degree). This eight year contract was awarded to Babcock following a regulated procurement process. Babcock worked with a consortium of four London based universities as part of its bid, Anglia Ruskin University, Brunel University, University of East London and University of West London (the HEIs) and the qualifications will be delivered by Babcock and the HEIs working in collaboration on different aspects. Schools Significant experience advising on the restructuring and delivery of education support services to schools. We act for local authorities, the Department for Education, private sector providers and local authority “spin outs” on the procurement and delivery of statutory and traded services to schools across the UK.
